I have been doing cardio......but after a workout my tummy looks more bloated and feels fluffy.... What is happening? it seems all my body fat moves to my tummy

Are you doing weight training too? What about your diet? In order for your body to efficiently burn fat, you have to do all three.

Add some abdominal exercises and watch what you eat. (per previous poster)
What type of cardio are you doing? Some of those step only machines can isolate the workout so consider using a variety of machines and also consider doing some running if you aren't?

I do solid 45-60min elyptical workouts plus weights but then once a week I play full court basketball....there is NO comparison in that I work SO many more muscles and my core. I hope to start playing twice a week as I get in better shape and can recover faster.

So far my cardio is walking/slow jogging...and aerobics dvds, I get fluffy tummy after I workout but in the morning it is gone till I work out again, it seems my body fat moves to my tummy, my ankles, legs and arms, wrists, back, are getting slender. I dont belong to a gym hope to in the future, as I get a discount working at the school, but it is way on the other side of town.
I do watch what I eat I only eat whole grains, vegtables, oatmeal. I dont eat white bread, or white rice. I drink a preotein drink after a workout to help me from getting sick.

Body fat doesn't "move around". Your tummy is flatter in the a.m. because it's had nothing added to it for several hours. Cardio WILL burn fat, but if you are consuming more calories than you are burning in a day, you will be gaining, not losing.

You are retaining water. Also when the cells get ready for a fat dump they swell. Ever notice how on the scale you go up a few pounds the day before a loss? Its pretty neat. Working out any muscle makes them swell too.

Try drinking water during your workout and after have some lemon water. It should fix it fast.
