Don't be afraid of every dog, please. Give them an opportunity and you will see how wonderful they are.
Many dogs (I would say most, while I cannot speak for all, of course) have won my heart instantly and are the most wonderful friends one will ever come across.
As for your mom, I am sorry, she is your mom, but I would be very angry. One of the things I always thought about when I was young and depended on others to keep my pets (and had no other choice but to see them go as it was not my call) was when I were older I would have dogs and would be responsible enough to care for them and never leave them.
This is what I do now, and I love every dog I have ever had.
Give them a chance. One furry guy/gal will end up winning your heart.
