I'm not sure how it would be unavoidable. I've been a dog owner for a long, long time and never had to do it. Sure it would be nice to run into a store on a walk but it's not necessary and I wouldn't want to risk it. If something goes wrong, it could happen in a flash, before you could get outside.

you used to see dogs tired outside all the time around my town, especially in the summer, people would go downtown for icecream ect and tie the dog outside while they whent in...

then there was a rash of some idiot (or idiots) who whent round letting tied dogs loose, either by unclipping the leash or untying it... over 30 dogs were let off in a 2 week period of those 5 were killed on the busy main street by traffic and 3 were never found...
there were also a couple cases of dogs getting ill from what the vets in the area can only assume was someone going round feeding treats laced with rat poisen to dogs tied up outside stores...

it only takes a SPLIT second, ablink of the eyes, turn your back to pay at the register ect...
it also takes only a split second for a child to run up out of nowhere, and less than a split second for a dog to not take kindly to a stranger...
or another none frinedly dog to walk past and attack your dog ect...

those risks, primarily because of stupid people...are simply not worth my dogs life...
if im on a walk and see a store i need to stop in ect...ill come back later...no way in heaven or hell is my dog going to be alone outside even for a split second even if i can keep an eye through the window...

It's unavoidable to me too. If I'm going somewhere I can't take my dog, I leave him/her/them home.
