First, as admirable as your actions are, did you also report the situation? There are laws against animal neglect. If your Animal Control won't enforce them, contact your elected officials and make a complaint. You can also write a letter to your editors.
You can also make the situation known to local or regional rescue groups and ask for intervention.
As to the care of the animals, small quantities of easily digestible food to start and Lots and Lots of fresh water.
Figured out a way to get the bowl up and out and made a tool to do it.

I just looked out my front door 15 minutes ago and guess who was in my driveway? The guy with the husky on a chain. All disheveled and bare foot! He was standing in my driveway with the dog! He figured out which house was mine. I am at the end of a culdesac so I thought he would never figure which house was mine. I wish I had my camera.

Keep those photos and date them with time and if he keeps coming to your house that is stalking and harassment . Just note the date and time and if he does this for a week it is considered stalking and blondie please be careful and arm yourself if needed . You know what I mean . I dont trust anyone these days . sorry but it is true .

Well, hate to fan flames again, but let me get this straight. The OP is posting pictures of this guy now, his dogs, his backyard, and trespassing by way of homemade contraptions.
I know it's all goodhearted, but she's doing this stuff, and now you guys are telling her to watch out for him stalking and harassing her. To be honest, if someone was sticking poles over my fence, I might want to arm myself lol.
I really believe, rescue a dog if your able, donate to rescues, take care of your own animals. But beyond that, mind your own business when it comes to peoples property. Now you may have a crazy guy on your hands, it's just not worth it to me, I guess it is to you.....

I can understand your post to a point, but what you're saying is why a lot of abuse goes on, because people look the other way. What if it was the kids in the back yard all day being neglected? There was recently an arrest in the news because they made their daughter pretty much live in the back yard. People have to stop looking the other way. Start caring about what goes on in your community. At least that's the way I feel.
