Thank you for the great suggestions. He does love his treats!

We did take him to obedience training to help socialize him when we first got him. He did fairly well, the first couple of sessions he would bark at the other dogs as they came into the room, by the third session he had accepted all the dogs as his "pack". But, if a strange dog came by he would go crazy once again.

Breaking aggression is a dedication. Sounds like he is aggressive on his lead or line, but not off it?

You are doing the right thing by putting him in a sit/stay off the path when other dogs on lead are passing. Do you reward his good behavior with treats? I know my hound is treat oriented. I also find if I can get down to his level and sooth his aggression at the start, treating him as he remains calm, it helps in his anxious times. That might work in your situation, too.
