That proposal will never pass. But gosh, I've always lived in NC and we had the most wonderous German Shepherd Dog, loved him the most of all our dogs, and he would have give his life for us just as we would have for him. So, I reckon if I lived in that county, I'd have to load up and put a toothpick in my mouth and rock on the front porch until all officials who came to my door were exterminated for being too dangerous to MY FAMILY. My dogs ARE my family. GG

I live in the Raleigh-Durham area which is extremely dog friendly and has wonderful groups that work on behalf of welfare of dogs. Perhaps, you should check out these groups to see that not all people from NC or SC are what you describe.
My dog Rip got hurt on a hunting trip to NC.

He was treated like a king by the vet clinic and at the hotel where we stayed.

It is SO way past time to BAN puppy mills across the country. A puppy mill would be ANY breeder with more than maybe a very few females bred only for a limited number of litters until every shelter dog finds a home. I know, I know....Utiopia. Spaying and neutering requirements that are more strigent is another good thing. Also outlawing the selling of puppies at any location other than where the puppy was whelped and raised. No flea markets, not sides of the road, no pet stores. Then you can actaully view the conditions the puppy's mother has to live in and well as the conditions of the puppy itself.

One way we all can help is to get the word out not to buy from pet shops, backyard breeders, anybody who says "We will deliver" or anybody other than reputable breeders.

When my local mall had a pet shop in it, I would go in to pretend I was interested in buying a puppy. I would exercise as many puppies as I could and if anybody else showed any interest, I would pull them aside and tell them about puppy mills and how so many puppies from them were in such poor health. I would hand out cards from the local shelters so they could get a puppy from there. I would like to think I made a little bit of difference.

Education is the key to solving so many problems but especially the puppy mill problem.

I'm sure a big part of the problem in Cumberland County are the military bases. I bet a lot of these young soldiers buy these breeds and get deployed or can't care for the dog for whatever reason. Then the dog is dropped off somewhere. Just a theory.

It certainly not just apt buildings in N.C. Specific breeds are not allowed in many rentals all over the country.
