Technically, there aren't many days where walking is impossible, but there are days when it's not a good idea. Icy conditions, deep snow when the plow hasn't been around yet etc. (I'm sure the poster from Alaska thinks I'm being a baby. Oh well.) No dog is going to be harmed by missing a few days a year of walking. When my dogs turned about 3, I started skipping one day a week even in good weather, so when those bad days come in the winter, they didn't react as if I'd decided to skip giving them their dinner that day. They're fine. And we do go out on days when the weather's less than ideal, and believe me, they're as anxious to get back home as I am. They think they want to go out, then they walk faster and faster, with no stop-and-sniff, till we get home. (They're pitties, they don't like the cold.)
I remember the first winter I had one of them, I was determined to walk her every day. I don't remember the temp but it was bitter cold. We got half a block away from home and she stopped cold, and refused to go any further. I caught on then. Sometimes it's unreasonable to take a walk.

Where I live we're lucky to get rain period but when it does, it either pours for 10 minutes then stops leaving the rest of the day for walkies.
Or, in the fall and winter typically there are some days where it's light rain all day. IF its not too cold and not too heavy rain, we go anyway. But if it is too cold or too heavy rain we just make up for it by playing inside the house.

Up-the-stairs fetch, hide and seek, 'gimme the ball' etc.

Most of the time when we skip it, it's not because of rain but because of really cold and really windy days.
