There are a few reasons why I think it would be a good idea. Even if you just go with red yellow and green. Everybody knows what those colors represent. They teach children that very early in school. Stop signs, traffic lights, games. So, it really wouldn't take a genius to figure it out.
It would take time to implement the program, people who do not stay up to date on dog stuff, for example, still usually license their dogs, the animal control can send an insert with the license renewals. People take their dogs to trainers, they can find out there and earn a color, vets, pet supply stores, pet food manufacturers.. informing people can be done.
I have a major problem with dogs off leash at the park where I take my dogs. It is always the same people there, with their little yappers off leash. My dogs think these are snacks. These friendly dogs approach my dogs and the end result would not be good.
People say I should not have my aggressive dog at the park. I should muzzle my dog. Perhaps. I don't want to take away the joy of letting people unleash their dogs, I have talked to these people and explained my dogs are not friendly to strange dogs. Please leash your dogs when you see us in the park, I will head for the exit.
If people could see from a distance, a red dog, they could leash their friendly dog. Yelling excites my dogs and is not a good thing to do.
Also, I have concerns about emergency situations and my dogs being shot by the police. If people could earn a green ribbon, or if LE can clearly see a RED ribbon, before they enter a yard, it may prevent my dog from being shot.
And last, in my opinion, it will bring awareness to what others are doing around you in public. So many people are just in their own little world, with their off leash dog, not paying attention. It will teach children, to be aware, look for the ribbon or the colored collar before you pet a strange off leash dog who got out of the yard.
In my opinion, our children need the be learning how we as a society expect people to behave and be responsible for the millions of animals that are part of our society. They just don't learn it from the many parents who are treating animals badly.
