Have your vet scan the microchip and tell you what company it is. Call that company and explain you had a dog given to you and want to transfer the chip. They can get in touch with the owner via the chip number you give them and confirm the dog is now yours and transfer the info. Simple.

Here too but that's not what this tattoo is. It appears to be a design of some kind, though it must be older as it's not real clear. The OP says they do a circle with line through it where she is. Here it's just a single green line. This isn't remotely like either.
