This reminded me of a girl who lived across the hall from me when I lived in an apartment many, many years ago.

She had a 4 year old daughter and had just gotten a kitten. She caught the her daughter twisting the kitten's ear.....she promtly reached right over and twisted her daughter's ear the same way and asked her how did she like it.

Certainly not PC by today's standards.

What works is very clear rules that are clearly explained and always enforced. Animals in training, and that includes human children, require a great deal of attention focused on them. But parenting is a choice and a commitment, so if you have kids, get off your lazy rump and activiely participate in raising them up to be decent human beings. They aren't going to learn manners or proper behavior out of thin air and they certainly won't get it from watching TV or video games.

Educated, informed people actually hit and/or inflict pain to teach right from wrong?
No, actually they dont.

Either that or the child got sneakier about abusing the cat and grew up to abuse her own children because she was taught that children should be hurt badly at random times.
