I live in San Francisco (rank 2) and definitely think it is a great city for dogs. Many restaurants have outdoor seating with dog water bowls, there are tons of dog parks, hiking trails and dog events. There are actually more dogs than children in San Francisco lol.
No, I don't live in one of those cities. I know top 10 lists are just for fun (and I usually don't read them) but I sure wouldn't put a city where pit bulls are outlawed on the list (Miami).

Honestly, while dog parks are nice and affordable vet care is great, there aren't the only criteria to look at when it comes to dog friendly cities. My #1 criteria would be BSL on the books as any city with a breed specific law on the book is, IMHO, not a dog friendly city. Second concern is the number or ratio of apartments that even allow dogs. After that, I'd look into the number of vets, pet stores/services, and yes, dog parks.
Many dog owners transplanting to our area are shocked to find that they have to live in a dump or pay top dollar for a rental that accepts dogs. Even then, they have a hard time finding a place in their desired location. There isn't much available for midrange rentals. This isn't the result of nasty landlords. It's the result of living in a city where it's cheaper to own than it is to rent. As a result, rentals are in short supply and landlords can afford to be picky. That sucks for dog owners though.
