That's a heart stopper and a real nightmare situation.

I bought a house with a hot tub and immediately had it removed. I was terrified that my dogs might jump up onto it and go through the cover and into the water then not be able to get out.

The thought of my dogs drowning makes me physically sick. My deerhound's littermate went through a pool cover and the weight of the cover held him under water and he died. I can't bear to think of the terror he felt.
