If your washer is like mine, I just wipe the inside with a damp paper towel. Then the door gasket at the bottom, if you lift up gently on the seal on the side furthest away from you, it will unfold and you take a bunch of hair out of there. That appears to act like the filter for the washing machine.

I get a lot more hair off the dog beds in the dryer, and that does have a good filter.

I have to admit that there appears to be a lot of dog hair coming off of my own clothing in the laundry.

I wash my dog's stuff in the washer. Then I do an empty wash after that, with vinegar to disinfect. I've used bleach, too, but vinegar is a bit friendlier to us all.

In the washer with laundry soap, vinegar and a wee bit of bleach when necessary.
If weather allows I hang everything on the laundry lines otherwise it goes in the dryer with a dryer sheet just like everything else in our home that gets washed.

In the washer...On the days he gets bathed I wash and dry his blankets so they are done
and ready when I dry him off..Caesar the peke loves warm blankets right out of the dryer.

Instead, try washing it outside in a tub or something like that. Then let it run around to shake of excess water and towel dry if needed. That should alleviate the concerns your mom has and the dog trying to hold it's breath during the rinse cycle.

All the dog things go in my washer and dryer...except the beds that are too big. I'm just not paranoid about things like that.

My neighbor won't even wash the dogs food and water bowls in her kitchen sink. She uses her utility room sink.

With five dogs, I just don't have time to worry about it.

I use my washing machine to wash the dog towels and bedding but the next load will be work pants. They get just as grimy and icky as dog towels.
