There are curtain smells deer don't like such as blood meal/ hair and predator urine. maybe dogs have a smell they hate too

Or invest in a motion activated sprinkler.. Scare Crow brand is supposed to be a good one. After the dog gets sprayed a couple of times, he will stay off your lawn.

A fence is the best bet, but a $24 fence isn't going to work. A 3 ft picket fence would work, but only if the dog is on a leash. You probably have HOA rules about fencing that you have to comply with.
