I'm sure it encourages the strays to hang around here but at least they aren't roaming in neighborhoods getting in trash cans. Good idea but of course it would never fly in USA unless the strays were trapped, neutered and released.
Living up north in a city, we would have 50 people each making handcooked meals for a single stray--if you could even find one.
Seems this messaging is geared for NDCs or developing countries and is twofold---increase conservation/recycling and teach about/show compassion for stray animals.
