put yourself in the owners position. You have no idea of the situation or what happened. If this dog is the dog they lost, you need to let them know.

There could be legitimate reasons for all the issues. Maybe she's a puppy mill dog they rescued and somehow she got loose.

Also legit reasons for a dogs collar to be off. The biggest thing is not having her spayed and chipped. But, again if they just got her it could be a timing thing.

You could call them and get the answers to all these questions "in order to see if its the same dog" and then decide what you think.

I don't think you can assume they haven't been looking for the dog just because they didn't look in the places you posted or their search wasn't as effective as yours might have been.

If nothing else, maybe the easy answer will be its not even the same dog and you can let it go.
