She had her baby with her and there was a snarling and growling dog?

Taking the pepper spray out was appropriate.

The bottom line is:

The dog will recover from pepper spray. The baby may not recover from a dog attack.

If this owner cannot figure that out, he has no business letting his precious pooch run loose.

If someone's aggressive and unrestrained dog gets too close to me or my dog when I'm out on a walk, forget the pepper spray; I'll give the owner a chance to pull his dog back because if it gets within 3 feet, that unfortunate beast is getting a .38 caliber hole punched through its head.
