I am not an attorney....But imo the off leash dog is the reason there was a dog fight...and the reason you got bit. The owner of the off leash dog was not in control of her dog, period.
I would sue the owner of the off leash dog for your medical and recovery bills.

This ^!!! That and a PI attorney costs you nothing until you get a settlement and then they usually get around 30% of the reward...but if the person you are suing has little assets chances are no injury attorney will take your case...

Doesn't matter. The unleashed dog.....therefore the owner was the cause of a "fight". The liability belongs to the owner of the unleashed dog.
