My daughter has a large airdale who of all things has allergies to humans. Can only eat a certain dry food. No snacks etc. He gets this nasty stuff on skin that looks like oily dandruff and smells bad. Vet treats him with an antibotic and an antihistimine I believe. Might want to check with the vet on the allergy angle. I feel so sorry for you and your dog and hope for a fix for you all.

You need to figure out if it's fleas, food or environmental/seasonal allergies on order to fix the problem. It could also be any combination of those. One of my dogs has seasonal and food allergies.
You don't want to dry out the skin by too many baths BUT if it's seasonal allergies (pollen, mold etc) regular baths will help by rinsing the allergens off the skin. My vet recommended a bath once a month with a soothing shampoo and rinsing the dog with water only two weeks after the bath. That has worked well for me and my dog's skin and coat are in great shape. If a dog is dirty it will also cause it to scratch. I'm not sure what dog lotion is but I'd stop using it.
Supplements with Omega 3 can also help. In addition, my GSD is on prescription antihistamines to deal with her seasonal allergy problem and special food.
You may have to try several things before you find something that works.
