I'll *respond* to barking by my dog and other dogs we encounter.
It tends to startle them a bit and often will stop their barking.

When there would be a siren sometims I'd howl at him / along with him. He'd then do the tilted head thing.

He was probably thinking something like:

I bark at my dog when she barks at me. It usually makes her stop barking. I think it confuses her. LOL

No, but I sometimes make whining/whimpering noises and my dog will jump up on my lap and start licking me like crazy.

I just tried that. The dog doesn't love me, I guess. The cat looked at me with interest. Or concern for my sanity.
