The dog sneezed after smelled the chill powder and when the dog owner tried to take his dog to my window, his dog pulled the leash to leave. You can go to the Asian grocery store and find Asian chill or chill powder. I bought a small bag of chill and used my coffee grinder to ground it.

Hmm, doubt that will work on a dog that is hyper-focused. They'll probably blow right past the pepper on the way to the bigger prize! A dog that is sniffing the ground slowly to find the "right" spot is going to get that essential nose-full.

I would take it to the management along with pictures of the dog in action. However, some stores sell spices in bulk. You could get a bag of cayenne. Pet stores may also sell something to repell dogs. I love dogs, but some of their owners need to be kept in a crate.

The chili powder is the best answer, since you probably can't keep an alligator under your window.
