Well the dog would be visible but you would still need to carry a flashlight to make the walk safe for dog and person.

I have flashing LED dog collars when my dogs go out at night. Super bright.

I walk at night with a night brite reflective leash from four paws and I wear a headlamp so see where I'm going. The leash is comfortable since it is round vs. flat like most leashes and it does a great job of reflecting headlamps form vehicles.
