Noticed this last night. Discovered smegma after doing a search for "neutered dog white discharge". Doing an image search for "dog smegma" the one I found that most closely resembles what I saw last night is from an article about smegma. It does appear that's probably what it is however he had a UTI a few months ago (treated with antibiotics) and I was concerned it could be another one. It did not smell.

Is anyone able to tell if this is just smegma or potentially a sign of something more serious?

Yes, your vet. Email them the picture.

Male dogs will sometimes get a small drop of what looks a lot like pus on the end of their penis. However if you have any health worries about your dog, the person to ask is your vet.

None of us here on C-D can see your dog and as far as I know, none of us are vets who are qualified to diagnose without even seeing the dog.
