Poodle or Bichon Frise?? (allergic, poodles, vet, skin)

I adopted Andy from a rescue group. Their vet wrote "poodle" for Andy's breed but he seems to have more characteristics of a Bichon, especially his even temperament and itching and scratching from with many Bichons suffer. My current vet and I are working on the itching which is not too bad. If by looking at these photos anyone can help me determine his breed, it might help us in dealing with his scratching, especially if it is breed related as well as an allergic reaction. His tail was docked unfortunately which happens to some poodles but his nose is not poodle-like. Thank your for your help.
I work with Poodles, and your dog looks more like a Bichon than a poodle to me. It's hard to tell how large he is. Most Bichons are a foot or less at the shoulder. However, there are lots of Bichon-Poodle mixes being bred, so you could have one of those. Whatever he is, he's very cute!
Thank you everyone for the input. Andy's breed is important only to help solve the itching, which if it's breed caused, would help with what my vet and I do to resolve the skin problem. Otherwise, I don't care what breed Andy is. He's the love of my life no matter what he is. I do think he's primarily Bichon thanks to everyones feedback. Thanks again!!
It is a bichie poo. I have one just over a year old named Shiloh. She is the sweetest dog and very protective of us. We got her from Miami-Dade Animal Services and the vet wrote poodle for her as well, but she is more spirited than a poodle. We feed ours Royal Canine for poodles and she is thriving.
This my friends puppy she just received as a gift. Hers is a mix of poodle & Bichon
