It's not about sex, but playing and dominance. It's normal dog behavior...

Yes, my maltese females do this from time to time, one wants to dominate the other....dog's have their way of communicating with one another....there is so much more to share on the dogs' life...
As with everyone else, yes, it's normal and a sign of dominance. That said you need to be keeping a very close eye on it. If it continues and the dog is allowed to think of itself as dominant to the other dog you may be facing behavior issues down the road.
I do not allow any of my dogs this behavior, just to keep from having issues down the road. There are proper ways to play, proper times and places to play. That is one that's not allowed.

Or is this even because she is having hormone shifts? Thanks in advance.

I am in full agreement with you. I control the interactions between my dogs when it gets to the point of dominance. I am alpha they are omega.
Just make sure the vet you use is familiar w/ spaying brachycephalic breeds (shih-tzu's, pugs, bulldogs, pekingese etc) - they need to use isofluorane anesthesia (or sevofluorane) which are the safest for brachy breeds. Unfort. the anesthesia is a bit more costly and he may want to do bloodwork first as well but given your girl's young age and depending on where you live, it shouldn't cost too much but it likely will be somewhat more. Would also check into Spay USA and Friends of Animals (FOA) and see if they'll do it and what anesthesia they use etc - your own vet may be participating in their program but you wouldnt get the discount b/c you didnt fill out the paperwork. Only thing is there's a bit of paperwork so it all may be moot anyway unless you act fast (like now). Good luck.
Thanks so much for all the information. I am going to make sure that the pups are safe when they are spayed.
As the other posters said, humping is normal behavior in healthy young dogs.
$10K !!!! Yikes!!!
Thanks woof woof woof! Yes, it cost a fortune but my little Teddy was like my child. In retrospect, I feel bad he had to go through all of that and only lived a couple months beyond that. In the end, I had my current Vet come to my house to put him to sleep. I will never forget the hours leading up to that. Then I had him groomed a few days later and kissed him good-bye. Was very hard.
Gosh, I am home 24/7 (not working) so I don't know about that.
To all who've commented, it probably is a dominance thing. Ruby (the one who is doing this) was always the more aggressive one, but now that Pearl is coming into her own and developing more of her own personality this may well be what is going on.
