It's been a couple months, wonder what the OP decided to do. I'd imagine a decision is likely made by now.
It honestly sounds like it'd be a huge step back for your children, OP.
And like someone said, would you be able to move up the ladder down the road? Is Duluth some place you'd like to put in decades?
If you're happy working where you are at, it doesn't really sound that great to me. Honest opinion. But there is a site that rates schools.
