Its part of your federal tax return, it gets listed as a credit on your return.

It's on the Schedule M, which is tied to the 1040. It's a refundable credit, which means you get it even if you have no tax liability.

My return just got rejected cause I didn't claim it. Who would'a thunk it. Uncle Sam actually didn't process my return because he wanted to give me my credit.
