They also ranked Juarez as a "second" tier. And by second, I mean 5th tier (alpha, beta, gamma, high, low). Prestigious company, that.

Why don't you go back and start over, and tell us who it was that classified Birmingham as "honorable mention" and what is the significance of that classification, and what criteria were supposedly met in order to validate that placement among "world class cities".. Juarez Mexico is a greater city than El Paso Texas USA......Tijuana Mexico is a Bona Fide World Class City and Mexico City Mexico is a highly rated Alpha World Class City.....
