Regarding population growth, that is somewhat irrelevant. You include kids born in that number, plus folks who retire and no longer are part of the workforce.
If you think that number is irrelevant than what numbers should we look at? That number is used to tabulate the employment data. I got the info from the U.S. census, here is the link

The source data you provided answers my question. That link shows the computation. I don't know why the Bureau of Labor Statistics and the Census Bureau would show different unemployment rates. The odd thing about your source, if you look at the statistics for 2003, 2004 and 2005, the unemployment trend is still downward, just from a higher baseline than the BLS numbers.
