If a letter was dropped into the USPS today (Presidents' Day), will it go out tonight or tomorrow (Tues)?

Tomorrow. The postal service doesn't collect mail from collection boxes on the holiday. If it was already in the system, it would be processed as the processing and distribution plants are operating on holidays, but not for letters mailed on the holiday.

As kanhawk indicated, there is no pickup on federal holidays.
