FICA is a tax imposed by law. The proceeds of the tax however are exclusively used to fund premiums/contributions to social insurance programs. Semantics is not the important element here.

Sporty and Misty, a “mandatory contribution” is the definition of a tax; a “government mandated contribution to government’s gross revenue is the definition of a government tax.
