does it matter? in the end, China will join anyways... they can't "afford" not to... their entire economy is currently based on selling things back to the world, they don't have a middle class really so they can't sell things internally yet.
Do you think the TPP is more a geoeconomic policy to undermine China Hegemony in Asia vs it's stated purpose?
Probably. I haven't had a chance to review the agreement, but it seems to be an attempt to preempt or stall a unified Asian currency, in addition to undermining China's hegemony.
There is no Chinese hegemony in Asia--there is a Chinese threat to American hegemony in Asia. The TPP is a strategic maneuver to determine the rules of commerce in the Pacific, tie closer binds to partners on both sides of the Pacific Ocean, and encourage reforms among rivals, especially China.
It is geoeconomic and geopolitical. China wasn't even a party of it, and that tells you a lot about a treaty that is supposedly "transpacific." China is the largest economy in Asia. And they know the goals of the TPP, even though it's not spelled out.
nonetheless, China will not be on the losing end of this. They are going to be the largest economy in the world, and they have a lot of influence across asia pacific.
They also know how to protect their own industries and jobs. TPP is going to make it worse for the average worker in the US. Washington is literally doing this at the cost of its own middle class. Whereas China doesn't sacrifice their middle class.

But I would submit that it is not so much "Washington" at all. Consider that NONE of Congress had read it or were involved in the Negotiations.
If you had to assign a functional region -- Would more inclined to say New York. Corporate and Federal Reserve. This is a Transnational Corporation / Banker Thing.
It's a lose lose situation if you think about it. If America globally wants to remain dominate we have to counter China but in doing so we're domestically lowering living standards. Inequality will continue to rise with free trade, the revolving door in Washington, big money politics and the eventual displacement of workers with machines. The first to be automated will be those fast food employees demanding a living wage. That's why government has promised them a living wage BUT in a few years, while in the mean time they fund private sector research to automate fast food employees. It's plausible.
I went on a bit of a tangent there but back to the TPP, I find it amazing seeing President Obama framing the TPP as a way that will benefit average Americans. I also find it amazing when the majority of Republicans in Congress and Obama agree on something, when the **** did that ever happen before the TPP? The reality in my opinion is this TPP is for corporations with no allegiance to their consumers (but lobbied a hell of a lot of people in Washington) and to check China's rise.
