There are no "registered unemployed." There are people whose UI benefits eventually run out, and to have had UI benefits to begin with, they would have worked in a covered position at some prior point in time, but the numbers of employed and unemployed come from the Current Population Survey conducted every month during the week in which the 12th of the month happens to fall.

If there are no registered unemployed, then why is OECD talking about registered unemployed?

"Registered" in this case is OECD-speak for having taken active steps to seek work.

The world over is seeing the effects of automization and economic inequality. I believe the world is not neceserally embracing conservative or liberal leaders and ideals but are rather voting for whomever isn't in power because they are desperate. Here in the US they have now voted for a party from the conservative power but I believe if he doesn't deliver, the US will elect a liberal in 4 years, and then another conservative 4 years after that until someone can respond to automization and its effects of lost jobs.
