He is a fraud, and you can see for yourself. Since you respect academic institutions blindly, I assume you also respect Friedman.

Sacramento has plenty of housing and it's in the same state as the constrained Bay Area. Difference is its surrounded by flat land, while San Francisco is surrounded by 2,000-4,000 foot peaks, an ocean, and a bay. And neither Democrats nor Republicans can control the cost of land, which is forcing developers to build mostly multi-family in the Bay Area and single family around Sacramento.
