CORRECTION: There are two categories of users of the American Tax System, the informed and the uninformed.

“It is the duty of every citizen /resident of any country , nationals as well as expatriates to know the basics of the governing laws of the country one resides.

Ignorance of the law or unawareness cannot be pleaded to escape liability.”
― Henrietta Newton Martin

Nobody is claiming that ignorance of the law is pleaded to escape liability.

The financial planner / wealth manager who referred to two tax systems says that the informed use the tax code to reduce their liability, i.e. the uninformed pay more taxes than they need pay.

So how much in federal income tax have you paid over the last five years|? Does that dollar amount put you in the informed or uniformed camp. How about the 47 percent who pay not federal income tax are they informed, uniformed?

Your selection of a portion of the quote is misplaced, the entirety of the quote is what should be focused on. If you don't know the laws and how to abide by them in a manner that is most advantageous to you, that's on you.

But wait, is there a third system where it grants landlords dominion over all of their tenants assets?

in every walk of life you have those who are smarter , have better information and better sources .

that does not mean there are different systems .

the tools and laws are all there for all to use . the game is played by finding the mix that has you paying your fair share as the lowest you or the people you know can get it to for you.

it is the same system , you just need smarter people in your camp

Any government instituted to secure creator endowed rights can only tax government privileges.
Do you know how and when you converted your endowment into a revenue taxable privilege?

(glare) There really ought to be a glare icon.

If you are a typical wage earner without discretionary income, your tax preparation is going to be straightforward, and smarter tax preparers are not going to be able to reduce your taxes.
