many low earners are not really low earners . they work off the grid both legal and not legal , only giving the appearence of being a low income earner

There are plenty of drug dealers, hookers, and others making a lot of money without being taxed that make well over $30,000 but show income of less than that. Any small business owner can show under $30k income on their taxes while living as comfortably as someone making $100k, by bartering, and "creative" reporting of business expenses on their tax return.
