I don't see it as an inconsistency.

The refund/tax owed is basically a banking function. They send money from their bank to your bank, or you send money from your bank to their bank.

The income/withholding/reporting is not a banking function.

What I find interesting is someone as Anal as you making interest free loans to the government every year.

Yes I am familiar w/Freud's anal retentive/anal expulsive theory; but stating one is "anal" just sounds ridiculous. Similar to those who state "I am OCD" when they aren't diagnosed the actual disorder (which would be correctly stated as HAVING OCD) or "I have anorexia" (medical definition, loss of appetite due to physical reasons/disease process) vs "I have anorexia nervosa" (psychological condition wherein one refuses food).

I once was anal about a few cents with millions in budget. But since my accounting background in college, it annoyedthe heck out of me. Things must be missing somewhere. My boss didn’t look too kindly. That jerk thought I was obsessed about cents. Needless to say I transferredwithin a year. That’s a jerk. So I understand.
