Exactly. The term I use is "unmanaged conspiracy," and you practically duplicated my definition. If four gas stations on a corner tacitly keep their prices the same, without ever exchanging a word, a wink, a nod or a secret handshake, that's an example. It goes on up to megacorps with just as little actual, overt collusion.
