I opened a Roth IRA with capital one bank last week but I want to close it because I would rather have an Ira account with my credit union which I have other accounts with that I have been using for years.

Can I close the capital one Roth IRA account without any penalties? It has a zero balance I never deposited any money into it. How would I be able to close the account? Would closing it also affect my credit score in any way?

Go to your credit union, open their IRA and have THEM arrange the balance transfer from that bank.

check your custodial agreement ..some charge transfer fees
