This is like debating what godless, communist anti-American lazy good for nothing force caused the tsunami that's barreling at you, while it's barreling at you.
A lot of transplants in NYC, and leaving, and moving back in with their parents back in the rural areas.
I think more homeless should do this if option is available, move in with parents.
That's not even remotely going to be enough to alleviate the problem, even if they all tried. History shows us today that this is not happening with the current working class homeless - and we're not talking about the mentally ill, we're talking about the sheer number of mentally stable but poor families now living in the streets and their cars. That's going to rise better than thirty-fold.
And even if they all did just that and they all have somewhere to go back to, first of all that's going to cause a major crisis in the rural areas with major additional burdens on infrastructure and their thredbare access to health care that is a hallmark of rural life, and second of all there's not 43 million people to re-fill those apartments, which means landlords are going to go under as well, leaving a ton of abandoned or unprofitably empty apartments and the resulting total and permanent loss of billions in tax revenue (the losses we're seeing now from landlords is harsh as hell but still temporary), third of all that's going to kill what little remains of 43 million credit ratings, which means general economic activity is going to go down as they go to a cash-only zero-debt lifestyle.
Oh and did I mention that the courts will be buried for years under a giant backlog of eviction activity? Then there's the retaliatory crimes against landlords and the armies of homeless that the cops and military couldn't handle.
You think these problems are minor. If the government doesn't act and this hits even softly and not nearly at full force, we're an economic wasteland.
It is a guarantee that the government is going to bankroll a stopgap solution for this.

Rural means spread out. No one place should be overwhelmed. They are just going back to where they come from. So these places have had to deal with the numbers. Their parents can support them and maybe take over the farm.
