With $31,400 in income, even if it were earned income, the tax bill would only be $400. Pretty easy math. 10% bracket. $4,000 of taxable income after the standard deduction. MFJ, Social Security is tax-free up to $32k, right? Unless there are other income sources, they don't pay any tax.
