I know on paper Musk has the highest net worth. But who actually has the most power to use their net worth between these 3? You can argue his stock is boosted and if he were to attempt to sell a very large portion of it, he wouldn’t be able to.

Well you can rule out Warren Buffet. Elon Musk's TESLA share are worth about $164.0B, so his other assets total $78.6B which is a significant portion of Warren Buffets total net worth.

But it depends on what you mean by "use their net worth". All three of them can buy all the mansions, yachts, jets, cars that they could possibly want.

Warren Buffet. His assets are more in liquid cash form. So he can spend it. Elon Musk, has it in tech form. You cannot spend owning or being part owner of an equipment that is needed. Like a booster rocket going to the moon.
