Well, the banks have 30 days to get their act together "or else". "Or else, what?", you may ask.

God Almighty. I don't want to even think of "or else what."

Raising capital from private sources is encouraged, the statement said. If necessary, the Treasury would redeem its current preferred shares into common equity.

Yeah. They encouraged banks to use TARP to loan it out to other people, too....and we saw how that played out before. They used it to shore up the bottom line, to pay bonuses, for aquisitions, and to par-tay like it was 1999. Come on Big Gov'...we're stupid but we aren't blind. That's like "encouraging" a baby to give you their bottle, before they've sucked every delicious drop of wholesome goodness from the nipple of Joy.
