Stockholm and that only if I was quite wealthy.

Yes it's pretty much true. If you speak French and English - more job opportunities and more $$$$$.

If you're looking for a laid back city Edmonton will definitely fit your bill. Edmonton is even more laid back than Calgary and that is saying something... I personally do not know of a city of 1,000,000+ in North America that is prosperous yet as laid back as Edmonton. Great for families.
