Yes it is but it's common. In my MD system there are even required postings one has to have:

College Corner, ideally the teacher has things from their college posted along with other items.

MD rubrics

Updated weekly school activities

School rules/Code of Conduct highlights

Items related to your class. This is real difficult for me as I usually have 3 and sometimes 4 different classes which change at the semester.

The last couple years we have been doing Learning Walks where teachers on Planning and Administrators come into your room with a check sheet where they check for the above items, plus other things, and then rate the teacher's lesson. This is a real **** your buddy exercise for some teachers when they're doing the ratings. We have one or two that really enjoy nailing people. The Administrators have the habit of going around to students and talking to them about what's going on in the class. They then down the teacher for allowing a distraction to take place.
