One, two, or a small group of boys acting out in such a way seems very plausible but the idea that this a wide ranging problem in 3rd and 4th grade is beyond bizarre.

If a child is acting out in such a sexual manner it is frequently a sign that they to have been sexually abused. I would report the boys who are touching your daughter and claiming to have sex to your states child protective service.
The boy in my daughter's former school had a father who groped and openly talked dirty to the boy's mother in front of him. When the little 3rd grader slapped the butt and groped the breast of his older sister, the father patted him on the back and gave him "atta boys". Modeling is incredibly powerful, don't you think? When the parents were called in, the father seemed bewildered that the other little girls had a problem with this, while his wife sat by quietly with her head down, never saying a word.

Don't know if it contributed to the culture, but the family was from a different ethnic culture where degradation of women is accepted.

Forget the school administrators, call the police. Isn't it sexual assault?
