So what is going to happen when the 100% proficiency goal is not reached by 2014?

Just lower the standards until the goal is achieved. Just like fire departments and police departments do to achieve higher quotas.

For example, say you need 30% women on The Force. Say a minimum requirement of a ten minute mile allows only 20% women. Lower the standard to maybe an 11 minute mile until you get your 30% women.

The states have been lowering the standards ever since NCLB was ratified, some more than others. Which is why the education in states that don't drill test prep all year do horribly because the state actually spends more time on quality education and the minimum on test prep. When I was in school, the FCAT was so easy to pass that you would have to intentionally mark all the answers incorrect to have a chance at even failing.....When I was in high school, I constantly wondered if our teachers were truly teaching us or just trying to pass us through K-12 as fast as possible.....
