Why can't the police take action for assault when the kids get shot?
If a kid gets shot, it should be a police matter. I don't believe you are allowed to touch other people against their will.

What if the parents cannot walk their kids to the bus stop because of prior commitments? If I were a parent and the school recommended that I walk my child to the bus stop, or if my child were hit by a pellet gun, I would be outraged.
It's standard practice in my part of the country. In fact, there are some school districts who refuse to allow the student to exit the school bus if no parents are waiting for their kid. We're talking elementary school age, I don't know if the rules are different.

But again, the school can't stop the kids from shooting others in their front yard. It's outside the area that they can control. They can tell the kids, they can threaten, they can punish, but they can't pevent the behavior. It's really a police issue.

Our district does this but only for kindergarten and 1st graders.

Are there really districts that do this for junior high (7th and 8th grade)? Or even middle school kids?
