We had a couple of days like that in my district...although the buses still took kids home...but it was a horrendous mess with angry parents (and rightfully so) coming out the wazoo.

What was a major concern in our district was that when there was a significant snow, in the morning...still in the dark...sidewalks would not be cleared and kids would be left standing in the street waiting for the bus.

My kids' school district didn't run buses. Parents were responsible for getting the kids to and from school. There were a bunch of other touch points on that, but one of the big ones was the school district almost never closed for snow. All the districts around would be closed but not ours. The districts around us ran buses so they were worried about the liability in case of bus accident. Ours wasn't concerned since they put that liability on the parents. IE the "we don't care if you get in an accident; we just care about not being liable" attitude.
