I think she got off mildly. From her interview she sounded pretty proud of herself. Rules are rules, if she wants to change them there are more appropriate ways of doing it than breaking them first.

The skirt was short enough that if she bent over to pick up something off the floor, her underwear (and more) would have been exposed.

Mom and daughter need to get over it.

I don't think the words are on the sweatsuit were designed to cause shame, but rather to ensure no one would "forget" to return them to school and just keep them in their own personal wardrobe.

If this incident caused the girl to go into "hysterics," she's got a lot of toughening up to do to survive this world.
